You will have received from Commander-in-Chief
copy of memorandum No. 1040 of May 18th dealing
with question of taking retaliatory measures in
reply to hostile action on the part of Chinese.
After consulting Commander-in-Chief I have luid
down following instructions for your guidance.

In the event of any incident occurring which
might require retaliatory action you should at once
consult Senior Naval Officer on the spot if one of
His Majesty's ships is in port and arrange an agreed
report and recommendations regarding suggested
retaliatory action to be telegraphed simultaneously
by Senior Naval Officer to Commander-in-Chief and
by you to me. Regard should always be had to nature
of hostile action in putting forward suggestions in
order that any proposed punishment shall not be
excessive.
